Director Mao Wei Gave Theme Speech Titled "NIC and Governance of Internet Development" on China Internet Conference 2007

On Sep. 24, 2007 CNNIC Director General Mao Wei was invited to attend "China Internet Conference 2007" and gave a theme speech with the title of "Governance of Internet Development and Internet Innovation in China".

Director Mao was quoted in his speech that domain name, IP address, root server are all basic polar issues that governess of Internet all over the world should attach great importance to. They are the "roots" for the existence of Internet, and therefore NIC that controls and runs these infrastructures is to take on major responsibilities in the governess of Internet.

Director Mao also believed that national-level domain name is the key infrastructure for the informationalized society and should be protected as the national strategetic resource. At present, the CN national level domain names have reached 6.7 million and ranked second among the national domain names around the globe, surpassing the COM domain names for the first time in 2007 and rising to the mainstream domain name in China. As Director Mao foresaw, the CN domain name would welcome greater growth in the next few years owing to its advantages in terms of resource, brand name, policy and security.

As was also pointed out by Director Mao, the multilingual domain name is another important issue in the global governess of Internet, which is significant technological innovation to guarantee coverage, cultural diversity and to bridge digital gap. In 2000 CNNIC launched the Chinese CN domain name service, which became the earliest NIC to promote localized domain names, and meanwhile took an active part in successfully framing the two RFCs (RFC3743 and RFC4713), which pushed the Chinese CN domain name into a barrier-proof era. At present, CNNIC is engaged in setting the international standards for the mail addresses for multilingual domain names.

In addition, the global internet is still faced the crisis that the IPv4 address would be used up by around 2011. To meet with this challenge, Director Mao suggested the two solutions, that is, actively applying for the IPv4 addresses and also arranging for the IPV6 network to guarantee the basic resources for the future development of Internet in China.

In the end, Director Mao made it clear that CNNIC would construct, run and control the infrastructures for Internet Network on the basis of neutrality and public interest, and try to promote the construction of a harmonious informationalized society.
