Distribution window refers to the maximum IP address space that the NIR is eligible to directly allocate or assign to the users. The expanded allocation window is expected to help accelerating development of Internet in China, by better fulfilling corporate/administrative units’ and small ISP’s demand.

The high speed development of Internet industry demands more address resource. Thus, a rapid, convenient application channel is crucial in ensuring such persistent and healthy development.
In January 1997, CNNIC joint APNIC as a NIR member. Then it established the nation-wide CNNIC IP Address Allocation Alliance. Members of alliance are able to obtain IP address and AS number through CNNIC. The alliance is broadly received as the most effective approach of obtain IP address and AS number for Chinese ISP and high demand IP address enterprise/administrative units.
