1. The applicant submit the original "CNNIC Registrar Application Form" and relevant application materials all with official seals on.

CNNIC carry out the format examination within 5 days after receiving the application materials and notify the applicant of the examination result through email or telephone call. In the event of the application form passes the format examination, the applicant shall pay CNNIC the one-off qualification fee of 5,000 RMB after receiving the notification.
3. CNNIC will finish the qualification review procedure within 30 days after receiving the payment. CNNIC will investigate the office on the spot if necessary. After the qualification examination, CNNIC will notify the applicant the result through email or telephone call, i.e. inform the applicant whether it is qualified to be a CNNIC accredited registrar. What ever the applicant will successfully obtain CNNIC's qualification, the qualification fee is not refundable.
4. CNNIC will send the qualified applicant the "Service Authentication Agreement" and "Technical Admission Agreement" through Email.
5. The qualified applicants shall print two copies of the above agreements and stamp the official seals. The original agreement should be sent to CNNIC by postal mail, and make the annual payment of 20,000 RMB. Such annual fee will be used by CNNIC to provide technical support, meeting arrangement, training and other services.
6. CNNIC will send back the agreement with the official seal stamped on to the applicant within 3 working days after receiving the original agreement and the annual fee. The applicant will obtain the authentication of CNNIC registrar by then.
7. CNNIC will send the relevant technical documents through postal mails after receiving the annual fee from the applicant. The applicant shall provide CNNIC with the user name and password for connecting with its registration system. After receiving the message, CNNIC will inform the applicant to execute the connecting test on CNNIC's test bed. Once the test succeeds, CNNIC will arrange people to carry out the relevant compositive trainings and guidance.
8. Before providing official services, the applicant shall prepare the required registration interface in accordance with the agreement, provide WHOIS information search service, and study the relevant administration regulations.
9. Before the service start, the applicant shall inform CNNIC two working days earlier. CNNIC will add the applicant information into the open registrar list on CNNIC's website. By now, the whole procedure is completed, and the registrar can formally open .CN domain name registration service to the public.
