CNNIC Registrar Accreditation Policy
 
 

Article 1 This policy is stipulated to regulate the domain name registration services within the territory of the People's Republic of China and to protect the interests of the domain name holders. CNNIC makes Registrar Accreditation Regulation, based on the CIDNR (China Internet Domain Name Regulations).


Article 2

Any organization that engages in the service of the domain name registration on .CN domain name and Chinese domain name Registrar must obey this regulation.


Article 3
China Internet Network Information Center (CNNIC) is the regulating authority for the ccTLD CN and Chinese domain name registrations. It is responsible for operating the domain name system, maintaining the domain name database, accrediting registrars and monitoring and regulating the registrars' registration services.


Article 4
Registrars submit the domain name registration applications to the CNNIC's central registration database for registration. All the applications must comply with the "Regulating methods on China's Internet domain name" and "Implementation details on China's Internet domain name registration".


Article 5
Any organization that engages in the service of the domain name registration shall meet the following conditions:

(1)   It shall be an a legal person established according to the laws;

(2)   It shall have sufficient funds and appropriate professionals to provide domain name registration services;

(3)   It shall have the reputation and ability of providing services in the long-term;

(4)   It shall have the services development plan and the related technical resolutions;

(5)   It shall have perfect measures for safeguarding the security of the networks and information;

(6)   It shall meet other requirements prescribed by the Ministry of Information Industry.


Article 6
The registrar accreditation applicant should fill and submit a CNNIC Registrar Application Form that covers on the following contents:

(1)   Proof of legal identity.

(2)   Relevant experiences in domain name services.

(3)   Software, hardware, bandwidth and other facilities that CNNIC believes vital for providing around-the-clock and real time domain name registration services.

(4)   Network and servers that are always connected to Internet through a dedicated line.
A valid domain name, web site, email account, telephone and fax number belonging to the applicant.

(5)   Security system and procedures aimed at safeguarding the registrants' information, including software & hardware, regulations and policies.

(6)   A qualified technical team in charge of constantly monitoring the registration services, and co-operating with CNNIC registry in software installing, modification and upgrading.

(7)   An appropriate customer service team in charge of timely solution of customers' problems and providing satisfactory services to end users a business plan and technical solution.

(8)   Proof of long term service capabilities (including but not limited to property insurance).


Article 7
Within five working days of receiving the accreditation application, CNNIC will finish the preliminary format check and issue to the applicant a notification on check result.


Article 8
The applicant who passes the format check needs to pay an application fee of RMB5,000 (5,000). When necessary CNNIC will conduct onsite inspections to the applicant's premise. Within 30 working days of receiving the fee, CNNIC will finish the assessment work and issue an notice on the assessment result.


Article 9
The applicant who passes the assessment should sign the Domain Name Registration Service Agreement and Technology Licensing Agreement with CNNIC. After the two agreements take effect, the applicant becomes an accredited registrar of CNNIC. An accredited registrar should pay an annual accreditation fee of RMB20,000( 20,000). CNNIC will use the accreditation fee to provide technical and training support, hold registrar meetings and etc.


Article 10
The records of all the accredited registrars will be filed with the MII, as required by the "Regulating methods on China's Internet domain name".


Article 11
The registrars shall obey the following regulations:
--complying with the laws and regulations of CNNIC and the country's other departments.
-- the registrars shall not represent any actual or potential domain name holder.
--the registrars shall sign the domain name registration agreement(written, including in electronic form) with the registrant.
--the registrars are obligated to check the domain name applications. 


Article 12
Following situation will trigger CNNIC's suspending a registrar's accreditation: 

(1)     Expiration of the Domain Name Registration Service Agreement and Technology Licensing Agreement with CNNIC.

(2)     The registrar's record being not filed with MII.

(3)     The registrar violating any relevant regulations.


Article 13
CNNIC has the right to make changes to this policy based on the new developments in networking and domain name system, and on changes in Chinese law, regulations and policies.


Article 14
CNNIC holds the final authority in interpreting this policy.


Article 15
The Regulations shall go into force as of Sep 30, 2002
