Chapter 1 Conditions of IP address request
- You must be a CNNIC member if you would like to request IP addresses.
- Request documents to be submitted to CNNIC: CNNIC member IP request form, network topology diagram, list of equipment and network plan. (Please send by E-mail)
Chapter 2 Conditions of subsequent IP address request
- 80% of last allocation IP address has been used.
- Submit IP request form. Document cust-network and infrastructure fields, show how 80% IP address have been used.
- CNNIC member must update their customer network assignments in APNIC Whois Database.
Chapter 3 The methods of CNNIC IP address allocation
- CNNIC evaluates member IP address requests. If the request is OK and if the request is above CNNIC Allocation Window (The definition of CNNIC Allocation Window refer to Chapter 7), CNNIC has to send in a second opinion request form for APNIC's approval. After the request has received APNIC's approval, CNNIC can allocate IP address to this member.
- CNNIC allocates IP address to CNNIC member depending on their actual requirement. Additional IP address will be reserved for them for a limited time. CNNIC will allocate the reserved IP address to them when they satisfied the conditions of subsequent IP address allocation. If they do not return within "the limited time" of the reservation, CNNIC will no longer to reserve the addresses for them.
Chapter 4 The methods of CNNIC IP address management
- CNNIC will follow the details of how the IP addresses have been used by the member after the IP addresses allocated to the CNNIC members.
- CNNIC member must report their situation of IP address assignment to CNNIC periodically.
- CNNIC will punish CNNIC member if they assign IP address against CNNIC IP address allocation policies.
Chapter 5 The rule of CNNIC member IP address allocation and assignment
- If a CNNIC member assigns IP address to their customer that is above their "CNNIC Member Assignment Window", they have to send in a second opinion request form to CNNIC. (the definition of CNNIC Member Assignment Window refer to Chapter 7)
- After they receive CNNIC's approval, they can assign IP address to their customer.
- CNNIC has the right to request the CNNIC member to report their IP address usage details. All CNNIC member have to cooperate. Otherwise, CNNIC will ask them to return the IP addresses.
- IP addresses are a global public resource. All CNNIC member can not use IP address for making high profit (can not sell IP addresses). Otherwise CNNIC will ask them to return the allocated IP address and cancel the membership.
- IP address allocation and assignment should reference RFC2050. Efficiently using IP address will mitigate the eventual depletion of the 32-bit address.

- Static assignments
CNNIC discourages assignments based on the use of static dialup methods.
- Name-based virtual hosts
There are two types of virtual web hosting. One is name-based virtual web hosting, another one is IP-based virtual web hosting. CNNIC encourages any organization to consider the use of name-based virtual hosting instead of the use of IP-based virtual hosting. This is because IP-based virtual hosting will use a lot of IP addresses.
- Private address space in LAN
CNNIC encourage the use of private address space for addressing PC in LAN so that they can connect to Internet by address exchange. This method can save IP address.
Chapter 6 Update APNIC database
- CNNIC has to update the related address range (inetnum object) in APNIC Whois database before allocating IP address to a member.
- CNNIC member has to update the related IP address range (inetnum object) in APNIC Whois database before they assign to their customers. Also update the IP address range which use for host trusteeship (co-location).
Chapter 7 Explanation of "CNNIC Allocation Window" and "CNNIC Member Assignment Window"
- CNNIC Allocation Window
- CNNIC Allocation Window is managed by APNIC.
- APNIC uses Allocation Window to limit the amount of IP address space that CNNIC can allocate to CNNIC member without the need to send in a Second-Opinion-Request Form for APNIC's approval.
- CNNIC does not need to send in a Second-Opinion-Request Form for APNIC's approval if the member's request is less than CNNIC Allocation Window.
- The process period of the application will be shorter if confederation member's request less than CNNIC Allocation Window.
- CNNIC's current Allocation Window is /19 (32C).
- CNNIC Allocation Window will be increased by APNIC but it depends on the level of CNNIC understanding of APNIC IP address allocation policies.
- CNNIC Member Assignment Window
- CNNIC Member Assignment Window is managed by CNNIC.
- CNNIC uses Assignment Window to limit the amount of IP address space that CNNIC member can assign to their customers without the need to send in a Second-Opinion-Request Form for CNNIC's approval.
- CNNIC member can assign IP address to a customer without the need to send in a Second-Opinion-Request Form for CNNIC's approval if this customer's request is less than CNNIC Member Assignment Window.
- All new CNNIC member start with an assignment window of zero.
- CNNIC Member Assignment Window will be increased by CNNIC, but it depends on the level of CNNIC member understanding of the IP address assignment policies.
