Temporary Management Regulations of CNNIC Membership
 
 

Chapter 1 General Rules

  1. This regulation is for helping organizations request IP address and AS number from CNNIC in China, also for helping CNNIC manage CNNIC members.
  2. CNNIC evaluates the qualification of an organization who is applying to become a CNNIC member based on this regulation.
  3. CNNIC and members have to follow all terms of this regulation.
  4. This is a temporary regulation.


Chapter 2 Conditions of applying to be a CNNIC member and Request Documents to be submitted.

  1. The organization has to submit their ISP licence, which is issued by MII (Ministry of Information Industry).
  2. The organization has to show the certificate of connecting to their upstream ISP and the details of bandwidth.
  3. The organization will need 16 C (a /20) IP addresses in a year and will develop future.
  4. The organization must submit the documents about their ISP development plan.
  5. The organization can submit the IP address request with the above documents that will prove their need of IP address.
  6. The organization agrees this regulation.
  7. The organization submits CNNIC Membership Application Form.


Chapter 3 Evaluation by CNNIC

  1. If the organization is an ISP by law.
  2. If the organization needs over /20 IP addresses in a year.


Chapter 4 Conditions of becoming a CNNIC member

  1. The organization signs a CNNIC membership agreement with CNNIC after the evaluation by CNNIC.
  2. The organization pays the annual membership fees to CNNIC.


Chapter 5 The Rights of the Member

  1. CNNIC member can request IP addresses from CNNIC and use these IP addresses.
  2. CNNIC member can receive the CNNIC service that related to their membership tier.
  3. CNNIC member can send their opinion to CNNIC.
  4. CNNIC member can stop their membership any time.


Chapter 6 The Obligations of the Member

  1. CNNIC member must follow all terms of CNNIC member management. These inclose: Temporary Management Regulations of CNNIC Membership, IP address Allocation Policies and AS number Allocation Policies.
  2. CNNIC member must pay their annual membership fees on time.
  3. CNNIC member has to evaluate their IP address request before they submit to CNNIC.
  4. CNNIC member has to submit their IP address request form and related documents on time when they request IP address.
  5. CNNIC member has to cooperate when CNNIC doing related research.
  6. CNNIC members have to follow the CNNIC allocation policy changes if APNIC allocation policy has changed.
  7. CNNIC member must return the IP address they received from CNNIC if they cancel their membership.


Chapter 7 The Rights of CNNIC

  1. CNNIC has the right to ask CNNIC member report the details of IP address assignment (usage).
  2. CNNIC has the right to follow, check and manage the information of CNNIC member IP address assignment (usage).
  3. CNNIC will check CNNIC member IP address usage details yearly. According to the Agreement with APNIC and the IPv4 address depletion, CNNIC will follow the details of how the IP addresses have been used by the member. CNNIC has the right to ask the member to return the IP addresses if they didn't use them efficiently.
  4. All CNNIC members can not use IP addresses for making high profit (can not sell IP addresses). Otherwise CNNIC will ask them to return all allocated IP addresses and cancel their membership.


Chapter 8 The Obligations of CNNIC

  1. Information provided by a CNNIC member will be kept in strict confidence. CNNIC can not announce any member's information before arrange with the member.
  2. CNNIC has to reply member's IP address request on time.
  3. CNNIC has to provide the service to CNNIC member based on their membership tier.
  4. CNNIC has to consider and reply member's opinion on time.


Chapter 9 The management methods of changing membership tier

  1. Upgrade - from lower tier to higher tier.
  2. Downgrade - from higher tier to lower tier.


Chapter 10 The management methods of membership cancellation

  1. CNNIC member submits the membership cancellation form to CNNIC.
  2. After the membership cancellation has completed, CNNIC will stop the service for the member, ask the member return the allocated IP addresses and refund the unallocated IP addresses fee to the member. Please note that the annual membership fees are not refundable.
  3. The organization has the same right to apply become a CNNIC member after their membership cancelled.


Chapter 11 The punishment methods of CNNIC member against this regulation.

  1. If a member did not give their cooperation when CNNIC following the details of how the IP addresses have been used by the member, CNNIC has the right to stop all services for the member and assume that the membership of that member has been automatically terminated by the member.
  2. If a member did not pay their annual membership fees (related to their tier), CNNIC has the right to stop all services for the member and assume that the membership of that member has been automatically terminated by the member.


Chapter 12 Standard of CNNIC membership tiers

  1. There are four tiers of CNNIC members. The details as follow:

    Normal Member
    Inquiring, training services
    IP address request services
    AS number request services
    Reverse delegation services
    Service grade: normal

    Medium Member
    Inquiring, training services
    IP address request services
    AS number request services
    Reverse delegation services
    Service grade: good

    Large Member
    Inquiring, training services
    IP address request services
    AS number request services
    Reverse delegation services
    Service grade: better

    Very Large Member
    Inquiring, training services
    IP address request services
    AS number request services
    Reverse delegation services
    Service grade: best

    Non-member
    AS number request services

  2. This regulation is effective on the date of the announcement.
